Transferable Project Files for Interoperability?
I don't know if we lack knowledge of feature or nothing similar is available but when I want to work with colleagues especially if we're using different OSs ( MAC, Windows ) we find it really hard to transfer project files in between because of the paths of images. In After Effects there's a feature called "Collect source files", so you can transfer that new folder and everything works, other softwares usually have their own solutions if you are importing image or source files from another directory ( like .meta files in Unity etc. ).
Is there any feature available in Spine? Or do you have plans to implement such a feature?

Why not just keep your project files with their images? Spine can use relative paths.
If you open the Spineboy.spine project example, you'll see that its images path is ./images/
What some people do is keep their Spine projects with their images in a subfolder and keep them in a shared Dropbox folder. It works fine. OSX or Windows.
You could also just copy that entire folder and send it to someone. That would work fine too.
