Modifier keys (alt, ctrl/cmd, and shift) are used by various hotkeys and tools, so they can't be mapped directly to a hotkey. Note by default that Pan Drag can be performed by using RMB + drag, and Zoom Drag performed by mouse scroll wheel. Those particular hotkeys (as well as Pan Move and Zoom Move) are mostly useful when using a pen or when you otherwise don't have a right mouse button or scroll wheel.
I wonder if we should provide a button to apply Maya-like hotkeys? If you'd like to post your hotkeys.txt that is most similar to Maya, we can probably make that happen!
